This decree regulates the application of the gatekeeper protocols for transport of feed products via road or inland waterway within Ukraine or from Ukraine to any country.
Note that rail transport does not necessarily have to be certified.
To understand this decree properly, it is important to know:
- In the GMP+ FC scheme, there are two gatekeeper protocols for the transport of feed
- by road, to be applied by companies with a production or trade scope (GMP+ TS1.2, section 4.4.1), and
- by inland waterway to be applied by companies with an affreightment scope (GMP+ TS1.2, section 4.4.2),
- These protocols cannot be applied in countries where sufficient certified transport is available (so-called A-countries).
However, due to the current situation in Ukraine, this restriction is leading to problems with the transport of feed products inside Ukraine and, for example, from Ukraine to Poland (an A-country).
Therefore, it has been decided to temporarily extend the use of these protocols. It should be borne in mind that the correct use of these protocols guarantees safe transport.
This extension means
- A GMP+ certified producer or trader may also use the protocol for road transport of feed products inside and from Ukraine for transport to an A-country.
- A GMP+ certified road transport company may also use the protocol for road transport of feed products inside and from Ukraine for transport to an A-country.
- A company which is GMP+ certified for the scope ‘Affreightment of Inland Waterway’ may also use the protocol for transport of feed products inside and from Ukraine via inland waterway for transport to an A-country.
Any company making use of this executive decree must register this fact, including all the registrations which are needed when applying these protocols. These records must be available for the auditor.
For any notification for use of these gatekeeper protocols to GMP+ International and the Certification Body, the normal conditions apply.
This Executive decree has been drawn up in accordance with article 2.4.e of the F0.1 Rights and Obligations. This executive decree will be valid until 30 June 2024 and can be extended. This will depend on the situation at that time and will be announced in timely fashion.
